Well, that report just has to be wrong.  Phrases are not copyrightable, 
according to Circular R1 from the US Gov. Printing Office (the document which 
explains the copyright law).  Now, he may have been able to "trademark" the 
phrase with respect to commercial public events, but that's not the same 
thing as a copyright.
