So, Betsy,
 
If Level 42 are a largely insignificant 80's band, how is Donald Fagen's solo career more significant, objectively speaking of course.    
 
I am just curious.  I believe Level 42 are much more significant than you would have us believe and somewhat disagree with your perspective because:
 
- Level 42 really had a run from 79 to 95, or so
- They sold lots of records
- They did lots of tours
- There are far too many, much, much more insignificant 80's bands that I could go on and on about (therefore, Level 42 were a significant 80's band)
-  My 30 something to 40 something colleagues at work all know and perhaps have Level 42 material
- There is still enough demand for Mark to make a living from it
- Mark will always be know as one of the best, most notable bassists
- Significance in your case is not being applied objectively.  Is U2 significant?
 
There are in fact so many insignificant 80's band, I propose that we start a thread listing all 80's bands that are more insignificant than Level 42 so that we can wallow in our "apathy" and make ourselves feel good about our misguided tastes.
 
I'll start off.  XTC.  Bold, I know.  Not so insignificant indeed, yet more insignificant than Level 42. You try. You will be here for hours, I assure you. I can't help myself, here is another.  The Hawaiian Pups, oh, oh, Killing Joke...don't even get my started with the Thompson Twins, or the Human League, or Tom Tom Club, or The Parachute Club....Steel Pulse, Thomas Dolby, Scritti Politti.......Cindy Lauper (love to hate Cindy)
 
I do admire 80's bands and music and a lot of my so called insignificant bands (The Hurting is a favourite, as is Joe Jackson, Sade, Red Hot Chilli Peppers, Style Council, even some of those I note above like Thomas Dolby - The Flat Earth, Screen Kiss - superb ). Even Falco, Der Commissar has his place.  
 
Steely Dan are the greatest pop band there ever will be.  Donald Fagen albums are part of the greatness that Steely Dan are.  Notwithstanding,  Lovers Rock is also superb, as is Remy Shand...and the first Level 42 album.

Icicle Works, Blue Order, Yaz, OMD, Depeche Mode, Kajagoogoo, Yellow, ABC, Lords of the New Church, Echo and the Bunnymen, Talk Talk, Rick Astley, Madonna, Katrina and the Waves, Psychadelic Furs, Public Image, Squeeze, Split Endz, Crowded House, Lisa Stansfield, REM (although Fables and Life's Rich Pagent is superb) and so on. Days, I tell you.
